There are two basic points in assuring that the US remains a first-world country:
1. Science and technology have to become a major part of the popular culture.
2. The citizens of a first-world country are civilized, educated, and responsible. Being responsible means, above all, reproducing responsibly. People shouldn't have children they can't support. Thus, people being supported by the taxpayer shouldn't be reproducing at all.
